Health reforms in the late 1980s and early 1990s under a National led government created an environment which saw the opening up of health services owned by Pacific people to service Pacific people in response to the growing disparities in the health of Pacific people in New Zealand. HSPT came out in 2002 of Health Star Pacific Limited which was established in 1998 by founders Olo Elise Puni, Anna Bailey, Taiivao Siniva Cruickshank, Togiai Vaifagaloa Naseri and Teleiai Edwin Puni. Today, HSPT is a successful and viable organization in its vision of self determination with the expansion of its core business from being a health promotion specialist to include primary health (BSMC) that embraces the Whanau Ora framework (health-wise; economically; socially; spiritually; culturally).
National Hauora Coalition
 
Health Star Pacific Trust (HSPT) is a member of National Hauora Coalition having moved from Alliance Health Plus (NHC) PHO. NHC and HSPT share a vision whereby they intend to focus on Primary Healthcare and Whānau Ora services for all New Zealanders especially (but not exclusively to) Māori, Pacific Islands and high need individuals. NHC is a National PHO (Version 18 National PHO) that has enabled current and new members to integrate certain functions, processes and resources into the national entity in order to strengthen the quality and performance of frontline services through its provider networks. HSPT is committed to the NHC Better Sooner More Convenient (BSMC) Whānau Ora Business Case that focuses on high needs populations.
Alliance Health Plus (PHO) Primary Health Organisation
 
The Alliance Health Plus (AH+) Trust was established 10th June 2010 as an amalgamation of 3 Pacific PHOs, TaPasefika PHO, AuckPac PHO and Tongan Health Society PHO (Langimalie); being represented in the original 8 member board in proportion to their enrolled population. AuckPac members were Dr. Joseph Williams, Mr. Toalepai Richard Johnston, Ms. Togiai Vaifagaloa Naseri and Olo Elise Puni; TaPasefika members were Dr. Sirovai Fuatai, Dr. Teuila Percival and Mr. Nuku Rapana with Tongan Health Society member Mr. Malaki Ofanoa. In July 2010,  Minister Tony Ryall and Minister Georgina te Heuheu congratulated the AH+ at the beginning of work on their first Integrated Family Health Centre in Mt Wellington.
AuckPac (PHO) Primary Health Organisation
 
AuckPac PHO was established in 2003 by founding organisations Health Star Pacific Trust (HSPT) and Southern Health Care Trust (now trading as Mt. Wellington Family Integrated Health Centre). The original board included Olo Elise Puni and Anna Bailey with Taiivao Siniva Cruickshank and Togiai Vaifagaloa Naseri later representing HSPT on the board. AuckPac  was responsible for 10 GP members in the ADHB with an enrolled population of 43,478 patients. AuckPac PHO has since amalgamated with TaPasefika PHO and Tongan Health Society PHO (Langimalie) to form the Alliance Health Plus (AH+) Trust. AuckPac with HSPT, Bader Drive Healthcare, Penina Health, South Seas Healthcare and Tongan Health Society as the AH+ Pacific Collective were one of the successful Whanau Ora business cases.
TaPasefika (PHO) Primary Health Organisation
 
TaPasefika PHO was the first Pacific PHO to be established in New Zealand by founding organisations Health Star Pacific Trust (HSPT), Health Pacifica Doctors (now known as Bader Drive Healthcare) and South Seas Healthcare. The original board included Olo Elise Puni and Anna Bailey of HSPT with Taiivao Siniva Cruickshank later representing HSPT on the board. Mangere Family Doctors and The Airport Doctors later joined as PHO members. 68% of TaPasefika’s enrolled population are Pacific people. TaPasefika PHO has an enrolled population of 25,000. TaPasefika PHO has since amalgamated with AuckPac PHO and Tongan Health Society PHO (Langimalie) to form the Alliance Health Plus (AH+) Trust.
Pacific Primary Care Organisation (PPCO): 2000 - 2010
 
The establishment of the Pacific Provider Collective Organisation in 2000 set the vision in motion for Pacific health providers to work collaboratively between founding members Health Star Pacific Limited (now a charitable trust), Health Pacific Doctors Limited (currently known as Bader Drive Healthcare), West Auckland Pacific Island Health Fono Incorporated (currently known as West Fono Healthcare), Southern Health Care Limited (now a charitable trust trading as Mt. Wellington Family Integrated Health Centre), Langimalie – Tongan Health Society Incorporated, South Seas Healthcare Limited. PPCO provided the initial platform which later transpired in the establishment of the TaPasefika PHO and AuckPac PHO in line with Government direction.
